DID YOU KNOW The incinerator being built very near your venue is allowed to burn for 60 hours a year for maintenance,at completely the wrong temperature to destroy any pollution, the smoke and stench from that could completely swamp you, this could also happen every other day of the year ! . On a hot day it could enter your ventilation system with dire consequences, have the council warned you of this danger, please see the attached information

Further to your emails of 27th June 2013 to Natural Resources Wales (NRW) I have consulted with my colleagues in our Pollution Prevention Control (PPC) Team and they have provided the following comments:
The issued permit for Viridor, when published, came with the Environment Agencies’ (now NRW’s) ‘Decision Document’ that explains how and why we came to our decision. I have attached this document as a pdf file. I have tried to point you to the sections in this document where we have addressed the matters raised by you. During our permit determination for Viridor we have taken health advice from Public Health Wales >PHW WHO HAVE CARRIED OUT NO RESEARCH INTO ANY ADVERSE HEALTH EFFECTS AROUND INCINERATORS , BECAUSE AS THEY SAY ``THEY DON'T THINK THERE ARE ANY`` ! < . As such, for any definitive answers to questions posed on health matters, you should direct them to PHW
With respect to your concerns about Dioxin uptake (in Mothers / Children), Section C7.3.2 pages 49 to 53 refer. > ADMITS THAT THE BREAST MILK OF NURSING MOTHERS IN CARDIFF WILL BE POLLUTED WITH DIOXIN POISON <
The reason why Dioxin uptake remains higher in the body than other pollutants is that Dioxins tend to be soluble in (or attracted to) the fat in human bodies, whereas pollutants such as the metals you mention >LEAD AND MERCURY< are not as ‘fat-soluble’ and more easily excreted through the body in urine

Dioxins have a tendency to accumulate more in the body and thus pose more potential for longer term impacts > IMPACTS AND HARM ALLOWED BY CARDIFF COUNCIL IN THE 21ST CENTURY, GOOD THING WE ARE ABLE TO PEE OUT SOME OF THE LEAD AND MERCURY POLLUTION, BECAUSE THERE IS GOING TO BE 35 TONNES MORE OF THESE ! < Viridor did make an assessment of the Dioxin impact using the Human Health Risk Assessment methodology (HHRA) from the USA Environmental Protection Agency. The UK Government acknowledges that this is an acceptable methodology which will enable an assessment of the health risk from Dioxins and other pollutants. This would include Lead and any assessment of risk from those emissions. Viridor’s HHRA was audited by Environment Agency Wales during the permit determination process and deemed acceptable.

BUT IT`S NO JOKE, COMPARED TO LEAD MOST ARE TRACE ELEMENTS ALL ARE HIGHLY TOXIC, BUT 0.9 TONNES OF ARSENIC AND 1.5 TONNES OF DIOXIN IS UTTER NONSENSE AND 10 TONNES PER YEAR JUST SHOWS HOW STUPID THESE PEOPLE, CARING FOR YOUR HEALTH, REALLY ARE. INCLUDING, IF THEY HAVE READ THIS , YOUR COUNCIL AND COUNCILORS AND A.Ms.

THE PROPOSED INCINERATOR AT MERTHYR TYDFIL WAS GOING TO CONSUME 750,000 TONNES OF WASTE PER YEAR AND ACCORDING TO COVANTA IT WAS GOING TO POLLUTE US WITH 0.5 TONNES OF LEAD VAPOR PER YEAR , THE INCINERATOR AT CARDIFF WILL CONSUME 350,000 TONNES OF WASTE PER YEAR AND WE ARE TOLD THAT IT WILL POLLUTE THE CENTER OF CARDIFF WITH 0.9 TONNES OF LEAD VAPOR PER YEAR, SO HALF THE WASTE BURNED, BUT TWICE AS MUCH LEAD ? BOTH SETS OF FIGURES PASSED BY SOME INCOMPETENT AT E.A.W.<
The permitted level of all pollutants released by Viridor’s incinerator is laid down by European legislation, implemented in the UK (and not American legislation). Thus the incinerator will be built to standards that allow emissions to be controlled under those (EU/UK) permitted levels. These emissions limits extend to metals such as Thallium (FOR WHICH THERE IS NO KNOWN SAFE DOSE) and Lead, which you refer to (and so are not being set by the USEPA). It is only the predictive impact modelling that is carried out with reference to the USEPA HHRA methodology.
With regards to your questions about Lead and Mercury emissions, the annual emissions of these metals are predicted to be 0.9 tonnes of Lead > VAPOR POLLUTION < per year and . . 0.09 tonnes of Mercury >VAPOR POLLUTION< per year respectively.
These are based on the maximum allowable amount from the combined two stacks of the Viridor facility. The proposed Covanta facility that you mention was going to be more than twice the size of the Viridor one, so you cannot just half the values from the Covanta facility. NRW would look to Public Health Wales for guidance on emerging research into toxic impacts of Lead. With regards to your questions concerning the Air Quality Standards Regulations, responsibility for monitoring ambient air concentrations lies with Local Authorities and not with Natural Resources Wales (nor the Environment Agency). You should direct your questions to them for a definitive answer.

REMEMBER THIS MONSTROSITY IS ALLOWED TO BURN FOR A WORKING WEEK AND A HALF EVERY YEAR FOR MAINTENANCE, AND MORE WITH THE MANY ACCIDENTS, AT TOTALLY THE WRONG TEMPERATURE TO CONSUME ANY POLLUTION, AND TOTALLY UNFILTERED OR MONITORED, WITH GOD KNOWS WHAT COMING OUT OF THE CHIMNEYS , WOULD YOU WANT TO LIVE OR GO TO SCHOOL DOWN WIND OF THIS ?. THIS WILL BE THE ONLY TIME YOU WILL BE ABLE TO SEE THE POISONOUS SMOKE,THE REST OF THE TIME IT IS INVISIBLE BUT STILL THERE !

ASK HOW VIRIDOR CAN STATE THEY WILL BURN ONLY NON HAZARDOUS WASTE ?, AND THEN LIST A CATALOGUE OF 10 TONNES OF HIGHLY TOXIC WASTE FALLING ON CARDIFF EVERY YEAR ? WHAT GOES UP MUST COME DOWN SPLOT, SORRY I MEANT SPLAT, IN A 5 MILE RADIUS .
It was recently stated on BBC news that scientific research from across Europe now confirms that PM 2.5 Air pollution in cities is the cause of heart disease !.
This was presented by Professor Jeremy Pearson of the British heart foundation
It is sad to think that Cardiff Council are going to exacerbate this by building a waste Incinerator that will pollute the center of Cardiff with millions of tonnes of this type PM 2.5 air pollution , over the next 35 years, plus Dioxin that they admit will pollute the breast milk of Cardiff’s nursing mothers !! .THIS NEW SCIENTIFIC EVIDENCE ALONE SHOULD STOP THIS INCINERATOR
ONE INCINERATOR IN THE U.S.A. EXCEEDED ITS POLLUTION PERMITS 900 TIMES IN 5 YEARS AND THEY PAID THE FINES AS PART OF THE RUNNING COSTS , PASSED BACK TO THE HAPLESS COUNCIL. WHAT DAMAGE DID THAT POLLUTION CAUSE TO LOCAL RESIDENTS ?.
CARDIFF COUNCIL COULD NOT CLOSE THIS INCINERATOR DOWN ONCE THE CONTRACT IS SIGNED, AND WILL HAVE TO PAY HEAVY PENALTIES IF 350,000 TONNES OF HOUSEHOLD RUBBISH ( WITH SOME TOXIC WASTE ) ARE NOT SUPPLIED TO IT EVERY YEAR. TO PREVENT THIS, SHIT FROM ALL AROUND THE WORLD WILL BE SHIPPED TO CARDIFF. THE SYRIAN CHEMICAL WEAPONS ARE COMING TO BRITAIN TO BE DESTROYED IN AN INCINERATOR , PERHAPS THEY WILL WAIT FOR THIS ONE TO FIRE UP !!
